I'm adding 2 more hard drives (SATA, for a total of 4) to my homebuilt PC. In addition to the 4 HD's, I'm also running 2 DVD burners (got'em cheap). I primarily use it to store, and play music, websurf, etc, and don't do any gaming, but will be installing a video/tv tuner card. The system stays on 24/7, as the drives will be shared across my small network. It's a P4 machine, which currently has a 300 watt PS that came with the case- just not sure if it's up to task.

for four sata drives and 2 DVD burners i would recommend at LEAST a 450 watter. i have 2 sata drives and a single dvd burner with a PCI e video card and i'm working a 600 watt one pretty well.

I would say that 450 would be the minimum that I would run I would stay closer to 500-600w in my opinion. That gives you room for growth if you add in something else.
