Yeah, he told me it rained where he's at yesterday, which is South Dakota. So yeah, the drums had to have gotten wet. The car is a Dodge Neon, so I'm guessing it has drums in the back and discs in the front.

The rear right wheel is just locked, I told him to activate and deactivate the E-Brake a few times and he said it un-locked than locked back up again.

Should he try something else or just keep doing it?

P.S. He said it might be still wet on the inside. Not sure.

Can anyone help me ASAP?

OKAY!!!! NEW DEAL!!!!

He said he looked at it closer and the rear wheels have discs.

here's what he said word for word.

Originally, the rear right wheel is locked up (will not turn). When I try to pump the brakes, eventually the right rear wheel releases and goes normally, however, as soon as I step on the brake again (push it in and release), the wheel returns to being locked so as i pump the brakes, it goes back and forth between being locked and running

More info from him:

when it is unlocked, finally, it doesnt take but a tap on the breaks to have the wheel immediately go back to locking up

Take a hammer and beat on the drum a bit, not too hard, but see if it unlodges it.

Well, they aren't really car people... So I recommended he keep the wheel on, I don't want his g/f's car to loose a wheel on the highway or something.

Is there a certain area he should hit with a hammer?

how bout in the head............:D

actually they should use a rubber mallet on the face of the drum itself on the outside of the lugs/lug bolt holes - which means removing the wheel - NEVER use a steel hammer on brake drums

or they can just kick the wheel really hard! haha

Hahah, yeah, I know that, I would've added the rubber mallet idea anyways.

Hey guys, there's a new problem. He found out it is discs not drums haha...

if it un lodges when he pumps the breaks it might be some thing in the line causeing a blockage in that area, or a kink in the hose or somethings. its really hard to trouble shoot without looking at the problem part ya know. but it sounds like something is causeing a blockage in the caliper which is causeing it to lock, someone correct me if im wrong please

hmmm yeah, but seeing as his g/f needs to get to work asap and paying someone is really not a good idea, let alone trying to drive it with a locked wheel, it's kinda out of the question, he also said this.

Also, one more question, if his master cylinder is leaking or he's low on fluids, would it lock it up?

sounds like he need to have the system bleed through - looks like its time to call a tow truck and get it over to brake depot - where they take your 99.99 dollar brake job and turn it into a 500.00 dollar brake system up-sale...make sure your buddy asks for grease before they bend him over

Hah, not that it matters anymore. But news is his grandfather who's a car guy went to check on it.. They popped off the calipers and 4 chunks of pad fell out.

Turns out his g/f rides the brakes a lot and they got so damn hot, the glue holding the pads on melted and there went the pads in a few pieces.

Same with the other side, except the pad didn't fall off yet, only a few taps to it though and it did fall off.

All fixed now though.
