I've seen an Atom on Ortega with a Cali plate, but I'm not sure how he did it. Looked pretty street legal to me as bizarre and awesome as they look....

a license plate simply means that the vehicle is registered.

could have been registered as non-operational or off highway vehicle.

there's an exotics car show in Torrance every sundayat Village Coffee Roasters however, the final sunday of the month is the big one. theres an Ariel Atom there and that street legal indy car has made an appearance...
