edmunds.com's true market value rates it as barely over 3k.
but since its chipped and has coils and if its in good condition like he says id say no more than 4000
$4500 is a fair price, it doesn't even have leather for Christ sake, guy is obviously not playing with a full deck. Its going to need timing chains soon and some other stuff like CV's and cooling system stuff. I wonder why he didn't do the chains with the gearbox out?
This isn't a great car, has some cool "vintage" mods for a MK3 but a clean car its not. There aren't alot of MK3 GTI D.E. out there, but they aren't that rare either. The hunt is part of the fun.

On the craigslist add he has done the chains and guides about 20k ago. Still smoking something on that price though.

then you'll be fine
personally, i find that people who are familar with VR6 are not as common as other VW motors

did he really rebuilt the motor???
I have a black on black leather interior 1998 GTI VR6. 113k miles on car, but engine was rebuilt last week from the head gasket up due to failure of the valve guides and seals (it was burning oil and smoke puffs on every shift). Arturo Ortega rebuilt the motor so its back to good as new. Here is a pic of one of arturos many works of art. Mine was an OEM rebuild as I was thinking of a daily driver and not for racing. I will have pics later on today. Look for the ''for sale'' thread in the cars section later on today.
