By current standards, you'll have blisters before you use up 40 gigs.
In a year or two, it may not be that much. There was a time when 56K modem boxes had fireballs and such on them.

mmm well 40gb should be plenty
video streams would take the biggest chunk of b/w @ about 5mb per minute (i could be off here) ~ and theres 1024mb in 1 gb... so you get about 41,000 mb... could be alot just depends on your browsing habits
and @ $1 per extra GB i think we are all in the clear to download decent amounts of pr0n without hurting at the end of the month
i really like how 15Mb/sec sounds tho i wish i could get that in my area

I would not think that would be a big selling point for them use for getting new customers away from DSL.

I'd be happy to abide by it.
All they need to do is make sure that none of the ads served by companies like..oh, I dunno, advertising.com (http://advertising.com) count against my cap.

Ok, so this doesn't effect current customers? Than I don't care... I download about 1-2 GB a day...

This is the wrong way of thinking. If it's wrong then you should be outraged whether it affects you or not. If it doesn't now then it might soon affect you when they roll it out to all their users, because of lack of caring. They are a corporation and their number one priority is to make money not customer service. If you sit idly by and don't show your disapproval, whether by voicing it to them or with your pocket book, it will affect you sooner then later. If there is no objection shown other telecoms will adopt this policy and you won't have an option.
