They just can't seem to keep this event clean. Do they have to put the riders on 24/7 suicide style watch to make sure they don't dope?

There are plenty of clean riders.

They just can't seem to get rid of the handful of cheats that make the whole event look bad year after year.

Team High Road and Slipstream are the two US teams who have extremely strict drug testnig / anti-doping policies.

Its a shame. But like Paul said, there are teams out there with extremely strict drug screening programs.
