Looking to get photo editing software thats cheap (free) that is parent friendly
my mom and dad just need to open and resize and rotate pictures, sometimes a bunch of pictures at same time if possible
photoshop is too complex for them
any recommendations?

picasa may be worth a shot. It confuses the heck outta me, but I have seen a number of novices use it to great success.
Pretty sure picasa is a freebie owned and distributed by google.

right click > open with > Microsoft Photo Editor
Pretty good/quick Office app... minus the batch processing

Lon if it is on WinXP, you can download the picture resizer power toy located here: http://download.microsoft.com/download/whistler/Install/2/WXP/EN-US/ImageResizerPowertoySetup.exe
It allows you to just highlight the pics you want to resize --> rt click --> resize pics... DONE
