What kind of turbo is he planning?? 1.8t? 2.0t aba?
He wil need all sorts of goodies for all of those swaps, but for the vr, he will need a motor, tranny, shift linkage, ecu, wire harness, axles, misc bracketry, and probably more stuff if I am not mistaken. I believe the 98 Cabby's share the same subframe as any other vr6 so I don't think he will need a subframe. 1.8t's would require much of the same stuff. He should have a 2.0 aba in there already and could just turbo that.

With the 1.8T, if he is going to pay a shop for labor expect more. The best place for qaulity work is in la habra.

He aint lying. Labor aint cheap so unless he knows what he is doin, get it done right. Them boys at DRS in La Habra can do it right.

If not having a shop do the work (and they better know what they're doing!), buy a wreck to do the swap. In this case, one that was hit in the side or rear would be best, though depending on severity and in a pinch, a rollover car could work too.
CA has specifics on engine swaps - same year or newer, and all smog control devices, sensors/electronics, and in this case, OBD-II, need to be functional. By having a parts car side by side, necessary components can be readily swapped over.
Afterwards, the car will need to be inspected at a referee station. Keep everything stock still; the fun can come after the sticker (approval) is received.
