I like...I have a setting for longer exposure on my casio...but can never be still enough. Probably why theres a place to add a tripod :p Did you use a tripod for this pict?

No tripod. I've gotten used to trying to keep still, but actually the P&S I used has a pretty fast lens, so I left it on full auto except forcing no-flash.
Things to try if it's too dark:
Does the camera have an ISO setting? Bumping that up might work, but the picture will get noisier -- it may be an acceptable level, though.
Does the camera have an EV setting? EV in digital cameras, especially P&S, is an odd setting. EVs are calculated based on aperture, shutter, and film speed -- but on a P&S, you can't really tell what's being adjusted when you do +1/3 or -1/3... on digitals, it basically means bumping brightness up or down. You will have to experiment with your own camera to figure out how the EV setting behaves, and from there you can use it as you see fit.

A friend's birthday party, they had these things strung up above our heads, basically parasols hung upside-down with Christmas lights in them.

damn.... I can't be that steady....
Set the camera on a table and prop it up at the necessary angle. Turn on the self timer function, and click the shutter release, let go of the camera and let it shoot. That will reduce the vibration in most cases down to none. It's one way I take low light no flash photos when i don't have a tripod with me.
