Did a few test shots manually adjusting the shutter speed. This was taken using a Canon Powershot SD200.

They look fine. For most cameras, if you select the Shutter Priority mode, the camera will select an appropriate aperture setting to ensure proper exposure.

Does your camera have an Aperture Priority mode?

No it does not, not even a real shutter priority mode. On my SLR I can set the shutter speed from 30sec to 1/2000, but on this digicam, it only allows me to choose a 'slow shutter speed' from 30sec to 1sec.

Thanks for the input guys. I'm still working on using existing foreground lighting to help illuminate objects.

hmmmm...i agree as well.

you should work on your depth of field....focus more on the foreground of the car,and leave everyhting behind it out of focus
