It would be nice if the forum could pick up on your computer's time zone settings and automatically apply those settings. :)

It would be but it doesn't
Actually I think when you register the dropdown for timezones defaults to your local time zone. Problem is when you are not logged in it doesn't know what to display. You would think it would still default to local time but it stays GMT for consistency.

Doesn't vBulletin Options > vBulletin Options > Date and Time Options allow default timezone setting?

As far as I know, that has always been set to use pacific as the local time but what that effects, I have no clue. I am not a vbulletin expert and I am kind of busy trying to build a data import that no one seems to want to give me time to complete.
What creanium is asking about is the local time settings of the client outside the vbulletin config. You would think it would recognize those settings but it doesn't seem to.
