So long story short, I'm at the shop getting a new cat back done. fast forward. Exhaust done but the guy at the shop tells me I have a major leak in my flex pipe, not only does he tell me that but he proceeds to tell me the downpipe is welded at the bolts.. any advice..?

Yikes. If you trust that he's telling the truth, you may have to have him cut it off at the bolts and fab up a new flexpipe for you. Im not sure what kind of advice you're looking for, but you'll likely need a new flexpipe from the sound of it.
Sounds like you need a new downpipe and downpipe studs and bolts. I'd have him put it up on the lift and show me what he's talking about... then go from there.

i seen it.. i know my flex pipe is thrashed, but what im trying to figure out is how i go about getting the welds on the bolts apart just to have someone refab the thing.. then again i dont know where to take it to have the bolts broke and redrilled etc because the exhaust shop tech said they couldnt do it there
anyone have a clue on how much this is most likely gonna cost me... ive been trying real hard to geth the car paid off before i do anymore mods to it.. but now it sounds like im going to be spending a ton on refabs and a down pipe

You cut the bolts off, take the downpipe off and then try to use a stud extractor to get the rest of the bolt out, new quality bolts and a flex tube and you should be good. Shouldnt be that expensive if you are going to a good shop that will give you a fair price. My cat bolts got welded on, cut the head off and just had to push them out through the other side.

I don't get it. The turbo>DP bolts are literally welded on? Or is this an exaggerated term for stuck? Huh?
Cutting the bolts off while on the car would be a nightmare.

Like welded with a welder, or frozen? Subaru's are notorious for the hot housing to down pipe flange bolts/nuts seizing and have to be cut off most of the time. If thats the case, you have a lot of work ahead of you. If you do not feel comfortable doing it, then you need to find a reputable shop who deals with VW's to deal with it.
